Education is high priority as Cuba spends a shocking 10 percent of its central budget for schools. Compared to United Kingdom where they spend 4 percent and United States where 2 percent is spent.

It all started in 1898 when the Spanish left the country leaving an illiteracy rate of 63.9%. This means that 63.9% of the people can not read. The education slowly improved but by 1959 only half the people attended school. Also people over the age of 15 have a 60% rate of being able to read. This means that only 40% of the people can read. Most people were uneducated but with the new government, they believed that to be strong country with everyone being a "participant"(is what Wikipedia said) they must be educated.
Women and Education
Before 1959 which was the Cuban revolution, women had very few jobs or were just housewives. The Federation of Cuban women had women get involved with Cuban affairs. After being neglected they were finally able to play crucial roles in the Cuban government because of education.

Even though they are one of the poorest countries and lack a ton of necessities the still score very high standardize testing. Teachers are very active in the community. It doesn't matter of age gender or wealth they all go to school with uniforms that tell what grade level you are. Primary schools (which is six years) include dance health gardening lessons. After secondary school students can choose whether to do pre-university or technical and professional education.
